Recently, I occasionally find that JetBrains has a license for open source maintainers which allows to do some non-commercial projects. It requires an open source project with active commits in past 3 months. I do have a little flutter package which is continuously committed over two years. I hesitated a second because the project is small and has not related to any JetBrains products except Android Studio, but it won't hurt to try.
And……The request is accepted after two days.

Since many flutter developers have created package to pub.dev, just want to share you may also request a license with your open source project if you want to play with the professional version JetBrains products.
